As of February 5, 2025, the Ministry of Internal Affairs of the Russian Federation has launched the Registry of Controlled Persons, which includes foreign citizens who are staying in Russia illegally.

Main reasons for foreign citizens being included in the Registry of Controlled Persons:

• Expiry of the period of temporary stay – study or work visa / migration card / temporary registration / temporary residence permit / temporary residence permit for study / permanent residence permit.
• Shortened period of temporary stay, cancelled visa / temporary residence permit / temporary residence permit for study / permanent residence permit.
• Refugee status denied.
• Refugee status lost.
• Russian citizenship terminated and no legal grounds for staying in Russia.
• Administrative penalty imposed in the form of administrative expulsion from the territory of the Russian Federation.
• Decision made on deportation / undesirability of stay (residence) in Russia, denial of entry, restriction of exit.
• Illegal crossing of the state border of the Russian Federation.
• Conviction by a court for committing a crime in Russia.

Actions prohibited for foreign citizens included in the Registry of Controlled Persons:

• Changing their place of residence (stay) without permission from the Russian Ministry of Internal Affairs;
• Leaving the constituent entity of the Russian Federation where the foreign citizen is registered;
• Acquiring and registering real estate / vehicles;
• Entering into marriage;
• Establishing a legal entity, registering as an individual entrepreneur;
• Opening a bank account and carrying out certain banking operations (except for transfers of up to 30,000 RUB per month).
